一、项目概况。新安县城市综合体项目拟对我县新城民俗文化村进行整体开发改造，将民俗文化村建设成城市综合体，打造为城市中央商务区。项目建设坚持整体开发的原则，高标准、高起点规划，合理布局公益性服务设施，努力打造县城新地标。

二、市场分析。作为城市化升级的重要步骤，民俗文化村的改造势在必行。结合我县目前发展状况，民俗村存在与周边环境不相协调，城市基础配套设施不到位等诸多问题，为了切实改变周边环境，需要对该区域进行改造，这不仅顺应城中村改造趋势，同时也可为该区域群众提供良好的生活环境。改造后对目前房地产供给也将产生积极的影响。鉴于此，对我县民俗村进行改造符合市场发展趋势。

三、建设方案。坚持规划的前瞻性、科学性，高起点、高标准，合理布局公益性服务设施，全局考虑，同时和周边环境相协调。一是建议整体开发改造，中间区域用地公益性质不变；二是建议全区除拆迁安置用房外，按经营性三产服务业性质规划；三是建议在中间区域规划设计2-3层的公益性文化设施（如休闲娱乐、文化体育、公共服务等），提高我县群众生活品质。

四、环境评估。该区域改造主要涉及施工噪音、建筑垃圾等，因此改造过程中应严格遵守我县环保局等相关部门的具体要求，合理安排施工时间，使用专门密封运输方式等，避免建筑垃圾、建筑材料等运送过程中造成污染，切实使民俗村改造项目为全县人民谋得福利。

五、投资估算与资金筹措。该项目计划投资25亿元，资金来源于投资方、银行贷款。

六、财务评价。该区域改造坚持高标准规划，各项公共配套设施齐全，设置有休闲娱乐、文化体育、商业等项目。

I. Project Summary

Specific purposes are to perfect urban functions, to upgrade the city image, to redevelop and transform the folk culture village, to construct the urban administrative and recreation complex, to build the central business district, and to create a city new landmark in concert with the comprehensive gymnasium.The Project places emphasis on the overall development principles of high standards and a well-researched, detailed starting plan, incorporating a reasonable design of public service facilities.

II. Market Analysis

As a key step in the process of increased urbanization, the reconstruction of folk cultural villages is imperative. In consideration of the current level of development of our county, there are many problems that folk cultural villages cannot match with the surrounding environment, and for which the urban ancillary facilities are not complete. In order to change the surrounding environment, the reconstruction of this district is necessary. The reconstruction not only conforms with the trend of reconstruction of urban villages, but also provides a good residential environment in this district. The reconstruction will also have a positive effect on the real estate supply. Therefore, the reconstruction of the folk cultural villages in our county complies with the market development trend.

III. Construction Plan

The construction plan incorporates foresight, science, a well researched design, and high standards; it includes a reasonable layout of the public welfare service facilities, and in general, is well coordinated with the surrounding environment.Construction stages and standards are suggested to include, firstly, to make the overall development and transformation, and that the middle area land for public use remains the same. Second, this project is based on the standards of commercial tertiary industry, except for displacement and resettlement housing. Third, it is suggested that in the middle area, it is planned to design 2-3 floors of public cultural and services facilities, such as entertainment, culture and sports, and public services.

IV. Environment Evaluation

The environmental issues associated with reconstruction of this district mainly involve construction noise, construction wastes, and similar concerns. Thus the reconstruction shall strictly comply with the specified requirements of the Environmental Protection Agency and other government departments in our county, and provide a reasonable period of time for construction. Vehicles with sealable, covered boxes and decks will be used to avoid causing pollution during the transportation of construction wastes and construction materials. The people of our county will benefit considerably from the reconstruction.

The Project is scheduled to invest 2.5 billion CNY. The fands will be primarily raised from investors,banks may protide loans.

VI. Financial Comments

Due to the insistence on high standards during the reconstruction of this district, all public ancillary facilities are complete, including leisure and entertainment, culture and sports, business, and so on.
